A2- Addressing Sectarianism and Racism Across All Communities and Sectors of Society with DSTBC

Delivery of Programme to address Sectarianism and Racism across all areas of society in Dungannon and South Tyrone Borough Council. Programme Objectives: To reduce sectarianism and racism both hate crime and discrimination through promotion of anti-racism and anti-sectarianism; To reduce potential inter community conflict, particularly at key celebration times in the year, such as parades major celebrations; To address sectarianism and racism in education, community and the workplace and in education; To increase understanding and tolerance of other traditions and respect for cultural diversity through events, and activities; To Increase in the number of friends from other traditions; To increase greater awareness, linkages and activity on a cross border basis; To address the problems of segregation in rural areas of the district - promoting connections, understanding and relationships at local level, the sharing of local spaces and the increased sharing of services at a local level enabling local communities to move from single identity to cross community and cross border work and to develop cohesive communities; To continue to implement capacity building for victims and survivors groups to allow for small innovative projects such as social activities as required. Project Outputs - The following outputs will be delivered from this project before the completion date of 31 December 2013: Output 1 - Project Facilitation and Management: Dungannon and South Tyrone Borough Council will follow an appointment process as approved by SEUPB to appoint for a PEACE III and Community facilitator of which 31% of time will be spent on the delivery of programme A2. It is expected that the member of staff can be in post commencing December for a period of 25 months. The management arrangements for the PEACE III and Community facilitator. Line Manager Responsibilities: Operational management; Induction support provided – Pack of SEUPB Guidance notes; Support to promote the programme; Support in group engagement and partner engagement; Support in identifying key issues and target areas for intervention; Support in development initial project proposals; Support in getting development into the community; Monitoring performance groups; projects approved; projects completed; Peer Group support – monthly Project Officer meetings and consultancy mentoring; Steering Group – Operational support from partner agencies. The PEACE III Community Facilitator will prepare any required reports for the monitoring subgroup, PEACE III Partnership, JCC or Steering group. The PEACE III facilitator will also have an input into the SEUPB quarterly reports. They will attend project officer meetings to share practice and receive guidance and CRC and SEUPB workshops when required. Output 2 - Partnership Engagement: As part of the delivery of the proposal for A1, a local Steering Group for the Council area as a shared resource with Programme A1 and Programme B. Dungannon and South Tyrone Borough Council proposes to invite the key representatives from the organisations as listed below together to seek to support and advise on delivery of A1 programme. It is envisaged that the group will meet quarterly or as required. Organisation and Key Contact Value added to Programme A1: NIHE Supporting Communities Interactive work in estates; SELB Co-ordination with outreach work for youth; Neighbourhood Renewal manages very similar programme and engages with communities; Good Relations Officer linkages to sustained good relations activity; Community Safety Warden Presence in communities and understanding of issues; Children’s and Young people services enabler Active out in the community; Health Service Community Development Workers active in communities; STEP - Anti racism work being undertaken in the Borough. PSNI Engagement Officer Engaged in cultural activities and seeking to engage people.
