B - Facilitate Integration of Minority Ethnic Communities into a Cohesive Society in DSTBC

Delivery of Programme to address the integration of migrant workers across Dungannon and South Tyrone Borough Council. Objectives: 1. To facilitate the integration of migrant workers into our communities in social and political life across the Borough. 2. To assist and facilitate the development of 10 community employment led ethnic engagement projects which engage minority ethnic groups, migrant workers and help build relations with the unionist and nationalist communities. 3. To provide one to one integration support including information, and translation and interpretation to seek to further integrate migrant workers. 4. To seek to support employment and social rights of migrants to ensure integration and rights are being met. 5. To lead and facilitate a number four cultural and social events (Culture, Arts, Sport) to allow for expression of culture on a Borough wide basis and support integration of migrant culture to this alongside indigenous cultures. 6. To support groups and individuals in widening representation on groups and to monitor the level of representation and engagement. Project Outputs - The following objectives and outputs are expected from this project before the completion date of 31 December 2013: Identify areas and or sectors to be supported through this initiative based on a review and evaluation of Phase I projects, evidence of need and community consultation; Appoint and manage the PEACE III and Community Facilitator. (see attached approved Job Description) 14% of their time is to be spent on the delivery of programme B; Establish a local Steering Group for the Council area as a shared resource with Programme A1 and Programme A2. The Steering Group is to meet at least quarterly and should include as a minimum - Statutory representation from NIHE, ELB, PSNI; Council Officers: Good Relations Officer; Community Safety Officer, Environmental Health Officer, Community Development Officer; PEACE III Partnership members from the relevant Council area; PEACE III and Community facilitator. The PEACE III and Community Facilitator is to provide a report and present to the monitoring subgroup quarterly, or as requested. The PEACE III and Community Facilitator will support in the management of the contract to seek to engage migrants as part of the Peace III programme. The PEACE III and Community Facilitator will assist in the development of cohesion strategies and develop an action plan linked to the cohesion strategy. To facilitate 10 groups to develop at least 10 community led ‘ethnic minority and local community engagement projects’ to build relationships with ethnic groups and the Catholic and Protestant communities so that they do not feel isolated and there is more integration between all sections of society. To offer a range of signposting services and local advice services to ethnic minority communities to connect them more effectively into the services on offer in local areas. To organise a range of at least 4 fun events across the three years in order to break patterns of tension in local areas in order to improve the opportunities for integration locally. Manage a resource allocation budget for groups to help them invite and welcome ethnic minorities to participate fully in local civic society e.g. arts, local history and drama projects, local club work, sports and cultural identity programmes, youth diversionary programmes, family and young people projects, youth work, men’s projects, women’s projects, twining and cluster activities between segregated communities, education around diversity in schools, nurseries, playgroups etc. Ensure all projects comply with EU Publicity requirements as detailed in the agreed SW Cluster PEACE III Communications plan and Guidance Note. Ensure all PEACE III activity in the council area complies with EU Procurement and Tendering requirements.
