A1- Addressing Peace Building and Shared Space Development in Prioroty Areas - DSTBC

Delivery of Programme to address peace building and shared space development in priority areas of Dungannon and South Tyrone Borough Council. The following objectives and outputs are those expected from this project before the completion date of 31st December 2013: Review existing areas and identify priority area needs and issues and update statistical analysis including that of neighbouring areas impacted; Appoint and manage the PEACE III and Community Facilitator. (see attached approved Job Description) 55% of their time is to be spent on the delivery of Programme A1, Addressing Sectarianism and Racism in Priority Areas; Establish and support a local Steering Group for the Council area as a shared resource with Programme A2 and Programme B. The Steering Group is to meet at least quarterly and should include as a minimum (NIHE, PSNI, Council officials, Peace III partners and others as identified, see Steering Group later in document); To provide and present to the monitoring subgroup quarterly a progress report, or more frequent as requested; Effectively engage with the different community groups and stakeholders in each of the priority areas; Monitoring and evaluation of the impact of the Programme A1 against objective criteria and Aids for Peace report; Develop projects in the priority areas that promote capacity building, develop shared space in the priority estates and villages and increased sharing of services at a local level such as local projects e.g. arts, local history and drama projects, local club work, sports and cultural identity programmes, youth diversionary programmes, family and young people projects, Intergenerational projects, youth work, men’s projects, women’s projects, twining and cluster activities between segregated communities, education around diversity in schools, nurseries, playgroups, the use of local space projects and work to engage hard to reach groups and dissenting voices; The process for resource allocation shall be determined by the Lead Partner and will include advertising for Expression of Interest’s, animation and development support to community groups and organisations either through tender or resource allocation, submitting applications to Lead Partner for assessment, managing finances and monitoring implementation, publicity and reviewing the effectiveness of interventions; Develop cohesion strategies and action plans in each of the priority areas in Dungannon and South Tyrone by spring of 2012 and implement at least 3 local projects per area. Action plans must be approved by the monitoring subgroup and Partnership before implementation commences; Ensure all projects comply with EU Publicity requirements as detailed in the agreed SW Cluster PEACE III Communications plan and Guidance Note; Ensure all PEACE III activity in the council area complies with EU Procurement and Tendering requirements; Attendance and participation at SEUPB and CRC workshops, Peace Officer Forum; Assist the cluster in achieving the overall outputs as specified in the Phase II Bid. Monitoring and evaluation of the programme A1 against Aids for Peace report. Projects must be sustainable and produce the outputs and outcomes detailed in the Aids for Peace Report these include: Increased understanding of other traditions; Increased tolerance of other traditions; Increase in the number of friends from a different tradition; 10% reduction in territorial marking in priority areas; 10% reduction in sectarian incidents in priority areas. Dungannon and South Tyrone Borough Council has taken each of these outputs in turn and described the methodology and resources allocated to deliver the outputs required. Output 1: Project Facilitation and Management: Dungannon and South Tyrone Borough Council will follow an appointment process.
